Stop the encryption of Public Safety radio

I am posting a link for a digital petition to end the encryption of Public Safety (Police, Fire, EMS).

Local police agencies have for the past decade slowly begun encryption their radio frequencies. Supposedly to protect PII (Personally Identifiable Information). To prevent identity theft from bad actors. However this also reduces or completely eliminates transparency of the law enforcement agencies from the media and the general public.

While protection of PII is a good thing, the mitigation of this can be done through agency policy, not the total elimination of public oversight!

Steps that can be taken to mitigate the leakage of PII. Encrypt only the inquiry frequencies (IE, frequencies used for running suspects and vehicles for wants/warrants/IDs etc.).

The majority of this traffic is done over the mobile data terminals, or computers anyway!
